Worth investigating. If we really want to meet the band, perhaps all us Vancouver fans band together and spread out to each major hotel, set up shop and keep in communication through our phones?

Where I'm from our traffic congestion is considered by many some of the worst in the country (Canada) and our arena isn't located in the downtown core, its horribly located in the west-end of the city at the end of the queensway. I often leave right before the band finishes their last song so I don't have sit and wait in traffic for an hour afterwards. The congestion getting back onto the queensway is horrible. You might not have this issue.
I feel your pain! Certainly Ontario traffic is bad but according to many studies, Vancouver has the worst traffic congestion in Canada.

There's not that fine a line. Setting out camp in and around the band members place of living, be it their house or the hotel they're staying at, is creepy and stalkerish.
Waiting outside events where you know they'll be, or public venues? That's fine. Hanging around their hotel lobby is crossing the line, IMO
I'm sure they are renting a gated mansion that is inaccessible to fans. family can come and go and places for tour meetings, personal chef....
More than 3 days in the same hotel is super boring, even the "presidential suites" in Vancouver that cost low 4 figures a night. AC/DC had issues when in town for 6 weeks doing their album here last year with autograph hounds coming in from out of town, by third day only 2 of them would even meet fans and they are usually even more fan-friendly than U2.

Some people are "creepy" and "stalkerish" regardless of them abiding to any relative, socially established definition of appropriate behavior at an appropriate location at an appropriate time. Meanwhile, others can approach with such grace that the place and the time become irrelevant. I wouldn't personally do what was hinted at by the fellow fan, but to each his own, I certainly wouldn't condemn the person and would risk to say that the band wouldn't either as long as this person was gracious and moved by love.

Do not go seeking to find a U2 in its den. It might be grumpy and may bite. Or, in rare instances, may spray you.
If you happen across a U2 in the wild, stay calm. Approach slowly and speak gently so they can see you mean no harm.
If that doesn't work, try the following:
a) Make yourself appear bigger. Raise your coat into the air. Flail your arms, make a lot of noise. Stomp your feet.
b) Play dead.
I didn't say anywhere in my post that any action motivated by love was fine. Also there is no crime motivated by love, but passion - which is what you said yourself "crime passionel".
