On "Bad" is he Palm Muting the strings or is he gently laying his fingers over the strings to get that muted sound? Also what is the best fingering for this song?

I'm not sure if he's palm muting or left-hand muting. I palm mute lightly when I play the song, I find it easier.

palm muting. for the riff over the A, he plays the A-string open, so the 12 and 11 on the D-string you can just do with your middle and index fingers, and use your pinky for the 12 on the E-string. for the riff over the D, put your index finger on the G-string, 7th fret, your ring finger on the G-string, 9th fret, and your pinky on the B-string, 10th fret. He plays the D-string open on this part.

macphisto, that tab isn't correct. he plays the A stiring open on the first half of the riff, and the D string open on the 2nd half of the riff.
