According to Hal Willner's liner notes for Dead City Radio which is the Burroughs album this comes from, it's an old recording of the NBC Symphony Orchestra playing a piece by Frank Denning, who to judge from Googling his name was a late 40s/early 50s TV composer. Unfortunately, there's no more detail offered than that. Even if you could pinpoint it further, I kind of doubt recordings from the NBC Library are anything you can just download or buy, though--probably only available through NBC's, or perhaps the Library of Congress', sound archives, which may or may not be accessible to the public.
