Bootleg cover art help!

I posted this in the correct forum but I am getting very impatient, no one has responded.
I have about three bootlegs I need to make covers for, I have the images on my computer, but I can't make them the correct size to fit in the cases. The images are either way too big or too small.
I was hoping to get this done soon, they have been cover-less for months.
Is there a program I need to download? Where can I find it?
Also, what paper do you use to make your covers?
Any help you could give me would be great.

I use easy Cd Jewel Case creator.
I use paper made especially for cover art.
 
Also, if you have a CD burner program, some of the ones like Easy CD Creator [I think someone mentioned] have a jewel case part. Just paste the picture in to the jewel case window and fit it to guideline size. I don't care too much about paper and just go with the regular stuff.
