I know that any time a band releases a "Best Of" a part of it is aimed at pointing "radio based" fans (people who only know singles, and generally don't buy the albums) to purchase the albums.

I don't know if anyone has this information or not, but have sales of POP or Achtung Baby increased since the Best Of release?

Apparently, since the release of the best of 1990-2000, the best of 80-90 and ATYCLB have both sold another million copies over the world. I'm not sure about the others. I imagine that sales of Achtung Baby experienced a small surge, but nothing for Zooropa or Pop.

Over the longterm, Greatest Hits Albums hurt the sales of the original albums.

lots of stores (or at least chain stores) put the rest of a bands albums on sale for a bit after the greatest hits album comes out. some people (with plenty of cash to spare) go and get some other albums, but the other ones they pick up probably ALSO contain their favourite singles...
