How do social liberals and neo-liberals disagree in their interpretation of classical liberal principles?

First of all, not my field of expertise. At all.

But I think you have the right idea. Social liberals believe that government should take action to provide equality (wealth redistribution, for example) to its citizen while neo-liberals believe that the right to equality should be unimpeded by government. One of the primary functions of government for neo-liberals is to protect an individual's rights from being violated by others.
