This forums 'skin' in PHPBB?

I am making my own forum ATM (not related to U2)

I briefly tried phpbb and vbulletin but I prefer the skin support to phpbb (because vbulletin support is poor and most charge for skins)

I know this site uses custom vbulletin skin - but does anyone know if theres a phpbb skin which looks like this site with similar colours?

I like the simplicty (i would probably cut loads more things out mind!)

All the colors and settings of this forum were handpicked. A 'skin' was not used.
