A perfectly realistic setlist variation

It's really frustrating seeing U2 playing all these songs on tour, but still not making any real setlist variation, at least for the cities they have 2 or more shows.
Just look at the potential this tour has to be varied:

As far as I can see, this is a generic Vertigo//2005 setlist.
The following blocks are fixed (in general):

COBL, Vertigo, Elevation, The Electric Co.
MD/OOTS, SYCMIOYO, LAPOE, SBS, RTSS/Miss Sarajevo
Pride, Streets, One
Zoo Station, The Fly
40 to close

These tracks are always played in this order so they cant be messed with. Then you have Beautiful Day and All because of You which need to be in somewhere. This gives you (and U2) little room to play with. It seems to me that you need to choose those "rotated" songs from this basic list:

Into The Heart, With or Without You, I Still Haven't Found, New Years Day, I Will Follow, Mysterious Ways, All I Want is You, Bad

So, you have 5 slots to play with, and 8 songs. They probably fill 3/4 from that list then use an extra "rare" song for the 4th or 5th slot, ie.

Fast Cars, Out of Control, Walk On or random pop/zooropa/atyclb song

I think this is pretty much how U2 choose to compose their setlist
