So Cruel is incredibly heartfelt but I wouldn't call it romantic. There's an incredible amount of bitterness in the line "I'm only hangin' on to watch you go down, my love". I absolutely this song but it's just not a love song.

All I Want Is You is the only one I can think of that's the most romantic. The thing is U2 doesn't make overtly romantic love songs. Everything is cryptic like in WOWY, or to a lesser extent COBL.

Even Sweetest Thing has:

No offence to Ali or anything, but she sounds like bitch in this song.
