yeah but with that speech they cut the intro down, and that just can't happen with this song...so I think it works better this way, especially since he says "one" at the end anyway

I think it works better after Streets. Then you can have a proper segue into the song. And Tutu saying "One!" also makes more sense with One following it.
Plus, it prevents Bono from making a 10-minute speech at the start of the song.
