I've probably left out a bunch, but relocating a team isn't uncommon. These owners have a business to run and they don't give a shit about anyone else. Al Davis took the NFL to court and he was allowed to move the Raiders to LA. Then he moved the team back to Oakland. The Rams moved to St. Louis, so for over a decade the number 2 market in the US doesn't have an NFL team. And, the NFL is currently the most successful league in the US.

The Oilers are essentially a dead team, though reincarnated as the Titans. But the Ravens are still technically the Browns, the ones with the history. The new Browns are the new puppy, but not the same dog. (woof woof woof in the dogpound endzone) Even if an expansion team in Balt. would not have really been the Colts.
And speaking of moving teams and the Texans, the Baltimore Colts, way back when, were originally the Dallas Texans! My Dad lived in Baltimore in the early 50's and he knew the whole saga.
