I definetly think he adapts to the different situations, but I don't know if its on purpose.
I live in California and I can do a great California accent, but when I'm tired I have a very heavy southern drawl. The more tired I get the worse it gets, my husband has a hard time understanding the accent and the slang sometimes. I don't realize that I'm doing it, it just happens. Bono may be the same way. He adapts sometimes during political and important speeches here in the US, but other times he may just be tired and not realizing or caring how it sounds.
