^ Yes, I did some research and that picture is definitely from Sao Paulo '98.
The only videos available on YouTube are from the second night (Jan 31st). They played Discotheque, If You Wear That Velvet Dress, and With Or Without You in those t-shirts. Then they changed their clothes and continued with Hold Me, Thrill Me, Kiss Me, Kill Me.

But there's no hugging in the videos, and Bono never takes his jacket off. So I'm guessing the picture must have been taken during the first night (Jan 30th).
