30,000 villagers surrounded

The indian military surrounded a town with a population of 30,000 where it has been reported that the bird flu has infected some people there.

No. In most areas of India this is the last kind of job you would want to hand off to the police or the health department. The Indian Army, on the other hand, is a highly professional, efficient, and widely admired and trusted organization. Plus this area of Maharashtra is poorly served with roads, as well as electricity, which in this case is probably a good thing, since it means not many folks were going anywhere anyway.
