I think there are a lot of factors contributing to why this was able to happen for so long. He taught at a school in a crime ridden, very low income neighborhood. A lot of parents speak limited or no English and based on what I've been reading, there isn't a whole lot of parental involvement...

I'm in the US, I ordered from the Q site and yes, I did get the CD. The case was slightly cracked but the CD was just fine. :)
