is there CCTV on the buses? just as proof like incase you tell the security peeps.

maybe you could get your camera phone (if you have one that is) and take a picture of him. and do it so he can clearly see you. hopefully this might intimidate him.
my dad did it to some kids throwing potatos at people, and they ran off. his phone doesnt even have a camera, he just held it up so it looked like he took a pic.

anyway, tell the police or something, you should have to take different buses or anything cos hes a freak.

if i where you id jump up, wave at him and shout "HI PERVY DUDE WHO ALWAYS STARES AT ME!! HOW THE FUCK AT YA!?"
