I think it could be pretty much anyone, but if you wanna put a face to her, I'd say either Ali or the Holy Spirit.
I've never heard of anyone specific being the 'she' in Zooropa.

I always assumed that the "she" was just a reference to Europe finding it's future. I've always thought that the song Zooropa was about Europe finding a new identity after the end of the Cold War.
