I think it is just meant to be a fun thing for U2 and the fans. They promoted their new and old music all day long today on the Chicago radio station WXRT.

I think the idea is the 3 broadcasts ALL TOGETHER are one event that has a main purpose of promoting the new album. Obviously this one part of it by itself really does nothing for NLOTH except for the repeated mentions that a new album is out.
