I knew HOAs were found across the country, but I guess I've always associated them with upper-class neighborhoods. Probably because the only places I've encountered them are in southern Indiana where we live, and southern coastal Florida where my mother lives. In neither place has much new housing been created in recent years for working-class/lower-middle-class families--here the HOAs are all wealthy suburban neighborhoods, there the new arrivals either move into a "gated community" (if they're loaded) or a trailer park or high-rise apartment (if they're not). I guess I just don't have a very good sense of what the housing market is like elsewhere.
