this isn't anything new--the us has been against allowing the international criminal court to have jurisdiction over us citizens from the getgo. this takes on new significance in light of the invasion of iraq, the abu ghraib abuse allegations, etc.
this is a prime example of why i am not a fan of the bush administration's foreign policy. it's one thing to negotiate a diplomatic arrangement to this effect, but unilaterally threatening to withhold aid from poorer countries to advance american interests is plain old bullying.
