Did he really say this? Can anyone confirm it?

"See, free nations are peaceful nations. Free nations don't attack each other. Free nations don't develop weapons of mass destruction." ?Milwaukee, Wis., Oct. 3, 2003

If this is true, then what is the USA at this moment?

What he said was not to far off the mark.

It is a fact that democracy's are more likely to be peaceful nations in that they typically do not launch unprovoked wars of conquest and destruction like Nazi Germany. It is true that Democracy's will usually act in their own self defense, but it is rare that you will have two true Democracy's engaged in a war against each other. Most Democratic nations do not develop WMD if its in violation of serious resolutions and a Ceacefire Agreement.

The increasing number of Democracy's in the world does tend to make the world a more peacefull and stable place.

Please, I'm well aware of exceptions to these things, I'm just speaking in terms of averages and overall conditions. Democracy's tend not to fight each other.

Lets remember that the USA did not attack the Trade Towers on 9/11, nor did it invade Iran, Kuwait, Saudi Arabia and attack Israel in addition to using WMD more times than any country in history and fail to disarm of such WMD after it was required of them to do so because of the prior violations.
