The idea behind an extra track (i.e. Fast Cars)

Extra tracks are usually marketed to areas where they believe the particular extra track would be more accepted. That is, where they believe it will suit that area's consumers. Now, I don't know why Fast Cars, with its somewhat Middle Eastern groove, would fit more in the UK or Japan, but that's usually the logic of extra tracks.

Now, re: the $40 you're paying for the Collector's Edition. You're paying for the extra book that is upgraded from the CD/DVD version, not the extra track.
 
Well, it seems u2tour.de has updated their information regarding Fast Cars. Now we're back to it will only come in the Collectors Edition (not regular CD/DVD edition) and in the regular UK/Japanese Versions.

I wish I new someone at the record company so that we could just get the correct information.
