In Baby Face, the lyrics first line of the third verse go:

"Comin' home late at night to turn you on"

But when I listen to it, I hear a secondary voice singing:

"to turn you over"

What's the deal with that?

This song is about a women right? But is it also about a small child too?

Or am I hearing things and seeing things that aren't there?

I hear that too. To me, it's talking about a relationship between a man and a young girl-"babyface". (you know, Lolita kind of thing)
Perhaps, in a way, the man realizes she's basically a child (turn you over), and yet he's attracted to her (turn you on).
