If the tour didn't have 'experience' in it and wasn't on hiatus to finish the album I'd agree that we probably wouldn't see it for years.
I still think the most likely options are that the tour will resume later in the year with no album, or that it's virtually finished already and they're waiting for the right time to make $$$$$$$$$$.

They seem to work for a week and then take like 6 weeks off. It's ridiculous.
At any rate, I can't imagine this not being out by the end of the year. Too many finished songs, too many interviews, plus the tour name as mentioned. This isn't Songs of Ascent, which only fans really knew about/expected.
