I'm not even sure if I'd call it that. Parachutes is a better album overall, but A Rush of Blood... has more stand-out tracks (Politik, the title track, Amsterdam). I like both albums a lot though.

It's definitely not the best album of the decade, but I think it is fair to say it would be in the upper echelon.

If we're basing it on influence I think Kid A and Is This It are the top two albums of the decade.

My personal favorite, though, is Art Vandelay's debut entitled Importer/Exporter. That album was pure brilliance.
