Basically from reading the comments it appears the host can't stop laughing at his guest's voice. I guess the guest has his... erhm... jewels removed by mistake causing his voice to go high like that?

It's from a Belgian TV show called "In de Gloria" Which was a hilarious show with all kind of sketches like the one you just saw.
The original film is longer and starts with the presentor telling about his TV show "Boomerang" (again a fake show). And that he lost his job because he couldn't stop laughing with the guys voice.
