DATA and ONE respond to Prime Minister Yasuo Fukuda's announcement on Global Fund


New Africa report released ahead of TICAD

Prime Minister Yasuo Fukuda today announced that Japan will contribute $560m to the Global Fund to Fight AIDS TB and Malaria from 2009 over an as yet unspecified period.

"It is significantly less than we had hoped for but this Japanese money will nonetheless save many thousands of lives," said DATA spokesman Oliver Buston.


"We hope that this is a starting point and not an end point. We need a sustained period of Japanese leadership in the fight against hunger and disease in the poorest countries. And we urge the Prime Minister for clarity on the time frame for this announcement.“



In a new report issued today, DATA and ONE spell out clear, costed and time-bound proposals that would save millions of lives and improve the livelihoods of millions more.


“It would be a tragedy not to follow these simple measures,” said Buston. “Japan as host of TICAD and chair of the G8 is the most important country in the world this year when it comes to taking forward this agenda."


The report, "Turning Consensus into Action: Fighting Poverty and Disease at TICAD IV and the Toyako-Hokkaido G8 Summit” makes recommendations to the Japanese government and to the G8 member states on improving health, agriculture, education and aid delivery in Africa.

Rising food prices have put particular emphasis on the urgent need to increase Africa's agricultural productivity. The report recommends the establishment of a new multilateral funding mechanism to improve crop yields, weather forecasting, and provide other technical assistance.


"It is not acceptable that hundreds of millions of people in Africa are hungry in a world of surplus," said DATA spokesman Oliver Buston.

"Nor is it acceptable that millions of people - many of them children - are dying needlessly because they do not have access to basic health care."


The report reminds Japan and the G8 of their promises to fund universal access to AIDS prevention, treatment and care. It also urges G8 countries to match the anticipated US commitment of $50 billion to fight HIV/AIDS and address Africa's basic health care needs.
