As Bono said before this song is dedicated to the irish. here is my question, what is he talking about in this the verse?

Good question. I just viewed it as about the mindset of the terrorist. Though I do think terrorism is just as morally ambiguous as war-wagers (and each case should be evaluated on its own terms to determine its morality), there's a tendency among many terrorists to not compromise. All or nothing. The terrorist act is about feeling part of something bigger -- nationalism, religious fundamentalism, God -- so that he/she forgets about the lives of those killed.

However, I don't know about that specific quotation.
