I've been listening to the single a bit and have some thoughts....

the guitar work sounds like Blur to me (plus, the shouting spanish in the background sounds like their stuff a bit). I like Blur pretty good, but they're not my favorite (of course). What do you think? Thoughts on the sound or mood?

It depends on who did the sound first. If it sounds like the U2 of the 80's for instance, then it would be Blur sounds like U2. But if this is a new sound for U2, then U2 would be sounding like Blur. :)
 
It sounds like a hungarian rock band did 10 years ago. I can email you the part of a song where the guitar riff is almost the same as Vertigo's. (size: 500k)

the spanish counting + the rock riff reminds me that major offspring hit four years ago, that at the time reminded me the ramones, so the inspiration is probably the same

yes , because the two songs are in 4/4 beat with the simplest musical structure in rock and roll, which is similar to almost every song out there now. I think as The Edge said, thats the point, they wanted to show where their musical roots came from (I read that in an article somewhere on a U2 forum.)
