CC entry and stub hub

Does anyone know how it works with StubHub and the
Credit card entry shows? My buddies are gonna buy
Tickets for Philly and I was curious

The seller will send the buyer the prepaid credit card they used to buy the tickets with. Since almost zero venues checked ID's the cc is all that is needed for entry.

My question is, who regulates this? Once the tickets are posted
then sold, payment arrives from StubHub. Actual buyer and seller never
talk. Will StubHub regulate this? Seems like a big scam

Stubhub only guarantees that the tickets are good. As long as buyer and seller get what is agreed to they don't care so no other regulation happens. They get their cut and the scalper makes money so no reason for them to intervene. There are way too many different laws by state for anyone to have the time or means to go after scalpers if they were violating anything anyway.

Exactly my point. So how does someone buy from StubHub
for a cc entry show?

Not sure I follow, but like I said above.... the Stubhub buyer gets the prepaid credit(or gift) card that the scalper used via UPS instead of physical tickets - that's the only difference. Here is a perfect example on Stubhub:
