The band announced their worldwide tour plans in the Billboard magazine article several weeks back:

U2 360 Tour 2009-2010

Leg 1: Europe June 30, 2009 to August 22, 2009
Leg 2: North America September 12, 2009 to October 28, 2009
Leg 3: North America June-July 2010
Leg 4: Europe August-September 2010
Leg 5: Central and South America October-November 2010

Possible Leg 6 of Australia, New Zealand, and Japan in January-February 2011.

Would not rely too much on this - let us see, how the shows work, the ticket sales do, the album sale does, the singles do etc. We have announced dates now for 2009, ticket sales for this year. That is all there is at the moment, because anything can happen...
If you want to see an Italian show, I'd recommend you to search for a Milan ticket ...

Where did you read that? I haven't seen that anywhere. I'd assume Australia, New Zealand, and Asia would be done at the same time as Latin America.
