So, I really don't get this Giuliana thing.

I'm no legal expert, but aren't you supposed to negotiate with the prosecutor after you've been charged with something, not during the investigation when you supposedly aren't being investigated?

I'm under the impression that you can negotiate at any time if you feel you may be charged, but my expertise on the subject of the inner workings of a major legal office largely comes from episodes of Billions.
