I'm not sure what i should think about him, he's writing for the masses - so from the technical point of view i didn't see much wrong, but he didn't talk about details of realizing it.

I also expected higher costs, but i don't think it's impossible to build such a cheap thing since his approach is low-tech.

I dunno it seems that the targetting system and laser/GPS guidance require a lot more than 5,000 to build
 
This is the stuff that fills the pages of Popular Science. A number of components are available at consumer levels (i.e., GPS devices), so it makes a nifty article. The guidence software/system is the big cost.
 
He knows exactly what he's talking about. The Amateur Scientist column in Scientific American had an article on building a pulsejet back in the 70s. Things have gotten cheaper since then.
