This is very awful. The Royal Navy have offered assistance (I'm assuming many other countries will have done too). I'm not sure that there's much they do now though...except perhaps help to recover more bodies :(

Yup, Remember a few years ago with the Russian Sub. They could have been saved if they let the British and US help, even Japan.

The British Navy DID help with the Russian sub...unless we're talking about a different one...or I'm confusing it with something else...but I'm 99% certain that they did.

The british helped after several days. When all the sailors died.
 
Well...we did refuse a lot of help with Katrina at first. Even after close to a week of bungling at various levels. National pride is a many-headed hydra, with tentacles everywhere.
