Tapping devices found in Brussels's EU offices

They don't know yet who did it, but...this is shameful, whoever is behind it. Those devices were found in German, French, Austrian and British delegation's offices. (I think Austrians and Brits denied that, though)

Speaking of tapping devices, is it true that US had tapping devices in the UN?

I saw this story
and it suggested US was behind bugging in EU.

It may explain why US would not allow second UN Security Council vote
that Bush promised last Thursday night at press conference.

The US didn't have a UN security council vote because it would've been a waste of time. The French weren't going to budge on their position and neither were the US.

Could be anyone -- the Brits don't like the EU. Plant a bug on yourself to deter suspicion. They found ricin in France. Maybe al Qaeda bugged the offices and found out something.
