The European Union should move swiftly to pick its nominee to head the International Monetary Fund, Portuguese Finance Minister Fernando Teixeira dos Santos said Tuesday as he headed into lead talks between all EU finance ministers.

France's candidate, former finance minister Dominique Strauss-Kahn, won plaudits from many finance ministers as an excellent candidate but only Luxembourg lined up to endorse him, with others waiting to see who else will step forward. "I think it's still an open race at least between Europe and other parts (of the world)," Dutch Finance Minister Wouter Bos told reporters.

Britain's new finance minister, Alistair Darling, told the Guardian newspaper on Tuesday that the job needed to be open to those outside Europe. "I don't think Europe can simply say, 'that position is ours and we are not prepared to discuss it with anyone else,"' he said in an interview. "The mood out there is for reform." Europe and the United States have carved up the top jobs at the world's two major financial institutions with the EU picking the head of the IMF and the U.S. choosing who should lead the World Bank.

EU finance minister will discuss a possible successor to Spain's Rodrigo Rato for the first time on Tuesday.
