HIV and TB merging into pandemic in Africa

I'm a little confused by the article. I thought HIV and TB have been pandemics in Africa for quite some time now? Or am I missing something....
 
I think that the article is just trying to say that while the situation has been bleak, the rise of the drug resistant strains of TB have made the situation even bleaker. The sad thing is that TB is usually controllable with the right cocktail of antibiotics, but obviously access to them is a huge problem. I really have no idea on how they can expect to contain these diseases without some sort of miracle or epically huge overall of the current state of affairs in Africa.
