Actually, there was a real problem with people running across the highway between San Diego and Orange County before the immigration check point. The signs were designed to raise awareness to the problem.

Yes, that's why it's not funny, as the topic title says. In fact, it really freaked me out the first time I saw it. Just the thought of someone running out in front of me while driving down a California freeway, and not being able to stop in time...
