I feel something is a hit when the avarage music listener still recognizes the song 10 years later
a song is not a hit because a band has a huge following who will buy the single because of b-sides

if you'd ask 250 people who are not U2 fans to name 15 U2 hits not one of them will come up with If God Would Send ..., Gone, Last Night on Earth, The Even Better Remixes, Please, In the Name of the Father etc

they probably wouldn't even realize those songs were released as a single
 
I can see your point Salome. I don't think I Will Follow, The Unforgettable Fire, or Sunday Bloody Sunday were big chart hits, at least in the US, and yet they are on the 1st Best Of, and 3 of the most popular U2 tunes

I hope Always doesn't make it on... it's a great tune... it's just a near-carbon copy of Beautiful Day. It's a nice novelty B-Side, but it's not enough of a stand-alone song to deserve a spot on the best of.
