How did live 'Streets' get its middle part?

When U2 performed Streets live, they usually have a middle, or a 2nd part of the song that is an uprising, or 'interlude' of somesort, that Bono sings "Oh, love... love"

If you know what part I'm talking about...

How did that come about? Was it something they practiced before the tour, or was it something suggested?
