if no official release date for an album is ever set, is the album actually ever delayed?

No it is not, however the buzz since last year was that this album was supposed to be out in Spring of 2004. Hence the cries of delay. I, myself, while anxious to hear new U2 music am willing to wait for them to produce the best music they can. I think we'll get that in Oct/Nov of THIS year.
