It's not a matter of Harper not wanting to meet with Bono.
Fuck him and his horse he rode in on. It's his underhanded way of trying to undermind Bono and Bob's efforts behind the scene that pisses off Bono and others.
Apparently other members of the conference came to Bono and Bob telling them what Harper was up too.
Although he (Harper) states there is no proof.
Harper is just trying to weasel out of the commitment Canada has already made.

In essence Harper is saying he has better things to do with that money than than save dying Africans.

Harper is a piece of shit, but he never campaigned on Africa and never really made any promises, mostly because it isn't important to him as an issue.
