Need help with a song. I have precious little info though.

OK, here's what I know: 90's alt rock song. I think the band was a 3 piece. The drummer performed on TV and he was wearing tin foil on his arms. The singer was a big, kinda ugly dude, wore a small knit hat. I think the song title had the word "brother" in it. From what I remember they had a sort of dirty, east coast type of grungy look.

I realize that probably helps nobody as it's my own mental image, but I've been trying for a while now to find the song, but I'm at a loss. Thanks.
