In the first pic, it's not a teenage girl but a little boy. We've discussed this many times and proven it. It might even be a younger brother of Guggi (one of his brothers, Peter, was the "Boy" and "War" boy)

No, those are briefs. Until the last 10 years or so, guys wore those small white underwear with no legs in them, now called 'whitie tighties.' In those days, it was nerdy for guys to wear boxers, they were for old men and young cool guys wore briefs. Things turned around a lot since then for some reason and now young guys wear the boxers and guys over 30 or so still wear the whitie tighties. But in the 80's guys wore them so that's what that kid is wearing, not girls' panties.
