I've always wondered, heh heh. I assumed it was a dress, but I never really got another opinion.
I just didn't know they still put baby boys in dresses back in the 1960s! XD

No, it's not a dress, it's a very short one-piece with elastic bands in the cuffs and legs, my elder brother has a very similar pic I used to mock him about, especially when I was a teenager.
