I believe that was the intent of John and Yoko when they wrote the song. They wanted to remove the religious significance to make it more universal in that it could connect better with non Christians, as well as Christians.

Holidays is a variation of Old English words holy and day (halig dæg)
So he's starting a campainge against Merry Christmas because they're trying to take out the "Holy" from the season.
