Question re ETS Ticket

I have been offered an ETS ticket to buy.

The seller said he would call ETS and put the ticket
in my name and this would be safe for me.

Is this right ? I tought ETS were strict about
trnasfering tickets to others.

(I tried calling ETS but to no success).

When you purchase a ETS ticket you can also take out an additional insurance called ETS guarantee which allows you to transfer it into somebody else's name.

So it can be done. I'd say ask for a copy of his confirmation it should state on that if he got the guarantee or not
