Can someone explain why R&H didn't chart at No. 1 until it's third week of release?

Rattle & Hum was released before Soundscan started monitoring actual sales. Until then the album charts relied on reports given to them by the shops. These reports were subjective to bias as sometimes you did not want to be known that a certain record sold a lot at your store, or you wanted to boost a record that you think should perform better. It was also, apparently, more advantageous for shops to have a record slowly climb up the charts to let it gain momentum, etc. That's why not much records debuted at #1 in the pre-Soundscan area, but climbed it way up there, stay at #1 for a while and then slowly fall down. This also happened with TJT, as that album debuted at #7 (IIRC) and only jumped to #1 in the second week.
After Soundscan started monitoring sales you could see some clear results because of that. Records were more common to debut at #1, as the fanbase of an artist bought the record on its release and they stayed shorter at the top (as other records would be released where the fanbase would buy the record the moment it hit the shops). Soundscan also showed that there was a big market for country music and rap in the USA, two genres that were not much present on the album charts before Soundscan, but had huge sales figures after the introduction of Soundscan. It was not that suddenly these records started to sell, but until then they weren't reported that well.

I hope this cleared it up a little bit.

C ya!

Thank You. Man, I'm so glad Soundscan is around so we can actually get accurate data.
