What's the deal with Still Haven't Found...Looking For

I play this song tuned down 1/2 step and it sounds very cool. But every time I see Edge play it, he's got a capo at the third(?) fret.

How is he playing it this way?

I've never seen a live video of Edge playing this song, he definitely uses a capo? I tried learning the officialtab in the Best of 80-90 book, but the link above is much easier...

If you get a chance watch Rattle and Hum, it shows a pretty good view. I also learned it from the 80-90 book first, and its like they tabbed it as if you have no delay. If you listen to the studio version, the 80-90 is definatly not accurate, but it sounds good.
 
I have this pic from the portland show which has it on capo 2 but if you play along with the recording it needs to be half a step down with the capo 2. Maybe he uses the same guitar for bullet the blue sky or something.
