Streets Live from Rotterdam effects question

What is the electronic-fuzz loop that is played before the big climax of the song? The reason I ask this is becuase it's possible the worst sounding effect I've heard in a U2 song, and it seems like it really takes so much from the track as it runs into the part of song where edge's guitar needs to come through hard BY ITSELF.

I havnt heard that sound used on any other songs, and I'm happy about that.
